It was probably stuck and the movement while I was riding my bike dislodged it.</em></p><p><em></em></p><p><em>The presence of that washer can have two explanations:</em></p><p><em>1) Extra washer fell inside during construction</em></p><p><em>...</em></p><p><em>no damage, no problem.</em></p><p><em></em></p><p><em>2) Faulty washer that has come loose from the faulty nipple</em></p><p><em>...</em></p><p><em>with concern that a crack may form on the rim.</em></p><p><em></em></p><p><em>You very kindly gave me two options but if you allow me I'll give you my two options.</em></p><p><em></em></p><p><em>1 Option) To save resources, time and money (on your part and mine) give me permission to completely remove the tape and check whether or not all the washers are in place... so as to understand if that washer ended up there by mistake during assembly or was probably removed from its seat of the consequence that I told you (crack in the circle). </em></p><p><em>If all the washers are in place, I ask you if you could send me a new DT Swiss tape (or another but of excellent quality), 23-24mm.
